It is my understanding that it would be suicidal - legally speaking.
If whatever you're writing can be viewed as harmful to their reputation (by "some" logic) they could sue you over the "emotional damages", etc. Worst case scenario: Decades of poverty for you - or your entire family (depending on how old you are).
If you were to ask a professional lawyer about this, they would immediately tell you to change those names.

well logically, first names only would be legal since for example theres atleast a million steves in the world not just one but a last name would probably be illegal
